The chamber sets ALL motives to maximum. Witch magic is a motive but it works like fatigue. When the motive is maxed, your witch magic is fatigued and you have to let the fatigue run out. So really, this is an oversight on the coder's behalf, not really a bug.
Just as an aside, Fairy magic is also a motive, but it works like the hunger motive. When it's maxed, the fairies have full magic power, the opposite of witch magic.
