There is a slight chance it is of another company but Nortons and Symantec are the only ones I know of that cannot be shut off and that do not involve the core of the operating system. But either you have to keep putting up with that as it will keep doing it or fix it if it is not Nortons or Symantec - if it is those two - then might want to get the aid of a pro to remove unless you are familiar with a reformat and reinstall of Windows and a different, less intrusive antivirus.
I run Norton on my current and previous laptop PCs (running Win7) and have never had an issue with it minimising or causing any hassle with any of my games, including TS2 & TS3.
I have also never had an issue removing Norton AV - just use the uninstall in Norton or in Windows itself (tried a different AV program on my current one 12 months ago but found it under-sensitive after a couple of months and re-installed Norton as I still had the licence for it) . It certainly doesn't need a reformat to remove unless you have a corrupt version!
Don't know about Symantec - only ever had that on work machines so really can't comment - definitely no gaming there ;-))
I would rule out hardware/memory/bad CC/windows issues before taking AV software out - just saying.
