DebugEnabler is a mod by twallan and it's basically just some standard EA debugging functions (extra to testingcheats) he made available. He did add some extra debugging functions like making the sims visible again but since he made a new mod, I'm not really sure if he moved the function. I go ask him :)

There are no other solutions (maybe Awesome has a function, wouldn't know about that) that can be done with no 3rd party mod, that I know of.
