Would using a potent potion of friendship be considered cheating in the game? He did use those shortly before this started happening.
No, it's legit to use potions. It's possible that there's a bug though. DId you use it on the partner Sim ? Is that the one where you become best friend with a Sim ?

Yes he threw the potion on the partner sim, and it is the potion that increases friendship. But it was already occuring at the time nowthat i think about it, which is why he used the potion in the first place.
They are probably just bugged but I don't have any other suggestions than using a mod.
If you wanna go down that road (at your own risk, not supported by EA), google MasterController NRaas and try the reset function it offers.
