Hi @johnnieg03,
Did you register your games in thesims3.com or Origin? If not, that would be the first step. Register all your games in the same EA account (you need the base game in the account to be able to play the packs). Open the Origin client (you can download it from here if you don't have it installed in your computer) and use the menu Origin > Redeem Product code.
Once you have your codes registered, your games will be in that account. Just click on them to start the download and installation. You can download and install them as many times as you need 😉

I am having the same problem since yesterday's Origin update. Before that my expansion and stuff packs were all working perfectly, now even though all packs are checked and installed none of them are showing up when I try to play my saved game. I have uninstalled and reinstalled everything today and still the same problem. This has obviously been caused by Origin. I have tried using the link to the help chat but that is also useless. Because although I can connect to an EA games helper, I cannot actually type anything in the chat box. This is seriously annoying. I've spent hours today just trying to sort out a problem caused by Origin on a game that was working perfectly happily before their update. Absolutely appalling !!!!!
