There are two electronic arts folder.
One is where the game gets installed. That's what you choose on installing (probably the stuff you have on your E drive). Then there's also a user file folder (where all savegames, downlaod, ...) go. This is always installed in your windows documents folder. If that happens to be on c, then the game will install the stuff on c as well.
If you want to change the documents folder, you will need to tell Windows where you want it. Just google, there are many instructions around the net.

Now to your problem: What download fiels did you remove and where did you put them ? What error are you getting and are you sure you didn't delete any installtion files ? Did you check your trash can, if the stuff is still there ?

I've tried looking online, but it's very confusing since I'm not a expert on computers, I find this stuff very confusing.
This is exactly what I did.
Went into C: Drive
opened Electronic Arts folder, then sims 3, then a folder called downloads with all the custom content from the exchange store.
I cut the custom content and placed it in E: Drive
The Copied "Downloads" File is still in the E: Drive and I can access it, but the one in C: Drive is no longer opening up( Just says access denied)

Move the one from your E drive to the desktop then restart the computer and see if the game then loads.
What's your operating system ?
