I've tried looking online, but it's very confusing since I'm not a expert on computers, I find this stuff very confusing.
This is exactly what I did.
Went into C: Drive
opened Electronic Arts folder, then sims 3, then a folder called downloads with all the custom content from the exchange store.
I cut the custom content and placed it in E: Drive
The Copied "Downloads" File is still in the E: Drive and I can access it, but the one in C: Drive is no longer opening up( Just says access denied)
Move the one from your E drive to the desktop then restart the computer and see if the game then loads.
What's your operating system ?

Why ? Try first with just moving that folder.

Umm, this morning I went into control Panel, Programs and Uninstalled the sims 3
I did like you said put the folder on the desk top and restarted the computer. So now the game is just downloading from Steam, actually it says updating but it's gonna take like an hour or so
