need to add new people to existing neighborhood

I have been playing a family in Sims 3 (Fast Lane & High End Loft installed on a PC) and the kids grew up into adults.  They need dates, but I cannot find any in town.  So, I thought I would create a...

    are your own sims still in the house next door  ? if they are then in edit town click on the house they live in use the switch to this  household to get your family back  then back to edit town the sim in your libiary that you made click on that sim then place in whatever house you choose

    No, they are not showing up in the house next door.  I will try editing the town and see what I can figure out from there.
