1.70 ghz is a wee bit low for running the game might be just about handle the base game not sure about expansion packs though as some can be a bit heavy on usage for loading up for example pets and seasons
(recommend is 2.40GHz BUT imo having said that it doesn't allow for expansion and stuff packs + store DLC items if any )
try right click the base game icon run as admin do the same for origin then restart the computer also you may or may not be running in comparability mode
right click the game icon -properties-tick the run this program in compatibility mode for select in the drop down menu windows XP service pack 3 click apply click OK IF you have an expansion or stuff pack installed too do the same for each icon
what is your anti virus too? BItdefender ? McAfee ?which one as that can interfere with the game running too
also the firewall can block it from running right so make sure the Sims 3 is allowed in your firewall

@rumbutter 's steps:- Right-click on the Origin icon on your desktop and choose run as administrator.
- Right-click on the Sims 3 icon on your desktop and choose run as administrator
- Right click on the Sims 3 icon on your desktop and choose "properties" go to "compatibility" and tick the box for "run as Windows XP Seervice Pack 3" - or scroll down, not sure how it looks for you. Then click "apply"
- If you have expansion packs repeat steps 2 and 3

What firewall programme do you use? It can be causing the issues.
