Origin is not letting me download Island Paradise because it says I didn't download the base through Origin.

I did download the base game through Origin but when I try to download Island Paradise, it says I haven't. I just downloaded University Life the other week and it downloaded fine. I don't know why this is happening. Also, it says to install the base game through Origin and that will fix the problem but the base game isn't giving me that option.
