Rarity glitch
I have TS3, Ambitions, Late Night, Generations, Pets, Showtime, and Seasons expansion packs and Katy Perry's Sweet Treats and Diesel stuff packs. I don't have any mods and my game is version 16.0.13...

- What is your base game version right now ?
To find out, open your launcher and hover over the little base game icon in the lower left part of the launcher. It should say 1.50.

No mods, base game version is 1.48 as automatic updates don't work. Should I try updating it manually and see if it fixes it?
