@Paradiset_Saivo  What exactly is happening with your account?  There's no reason you should need an EA Play subscription to access your owned games, and I haven't seen any recent reports of this happening.  There is one major problem with downloading Sims 3 where buying a subscription is a workaround, but it's not EA policy, it's a bug that the EA App team hasn't managed to squash yet.

Another workaround is buying a second base game key, not that you should have to do that either, but it demonstrates that the cause is something to do with the base game key already on the player's account.  Anyway, if you'd like help with a specific issue, please feel free to ask.
