@hmcdermott03 Is OneDrive running on this computer? If so, try pausing syncing. To see the option, right-click the cloud icon in the lower-right corner of the screen, or it might be hidden in the Tray (^ icon).

Thanks for getting back to me on this. I tried pausing OneDrive syncing but I am still facing the same issue. Any other ideas?
@hmcdermott03 What about moving your Documents directory out of OneDrive entirely? If you're willing to do so, here's how:
If you'd rather not, try instead to play in a new admin Windows account. Make it local, as in, don't link it to your Microsoft account or any email address; that way OneDrive won't be in the picture. If you get the error there too, let me know what antivirus you use.
