the $1.10 is temporary charge and does get refunded i have no idea how many business days that takes  the $ charge is to verify the card

Cards carrying the Visa and MasterCard logo all require retailers to institute the $hold process and most also include debit cards. The charge is a preauthorization that provides a way for your credit card company to verify the card is valid before allowing you to use it when the amount of the full charge is not yet certain.

try contact CS to see if they can assist you with purchase or refund and or further information as to what may have happened ( it may also be that after the 20+tax your bank may have put a hold on it as the balance left may bring under the minimum amount to keep an account open )
