Re: In what case can the sims look through window in neihbors' house?

This house is built on the ground. I'm on Aurora Skies world. 

Any windows, he can't look through.  I've experienced before that my sim could activate the entire house when he looked through his friend''s.

    @aodoherty  Then I don't know what else to suggest, except trying different combinations of houses and windows.  You do have a couple of windows you know work, so it should be simple to test... if you want to put in the time.  It might not be worth the effort.
