@Traumerr In the instructions for the clean boot, you'll see that you're supposed to check a box to hide all Windows services, then disable the rest. (As mentioned, leave the EABackgroundService enabled if you play through the EA App.) Those Windows services are mostly essential or at least important; the rest is not.
And again, if you kill a critical process in the Task Manager and it doesn't restart on its own, which is what would usually happen, it should start again when you reboot your computer, so no harm done. You don't need to go through the Windows services list, just the background processes, which will include some Windows functions, but you'll recognize those by their icons.
This is all the more important because your dxdiag shows Sims 3 errors that look like another program is interfering with the game. I can't tell from the info in the dxdiag which program that might be, but if the clean boot works, you can start reenabling services until you run into the issue again.
