where either of them able to propose marriage, is the relationship built up enough  ? before tring this save the game with a save as new name thus keeping your orignall game as it is and safe to see if one of these will work for you  try go to edit town move them out and back in or edit town save the couple to the library start a new game and see if they can have the option to propose marriage then have a private wedding  try breaking up and getting back together
