And directX install error

This shouldn't delete any of your data, but if you get to step 14 and are NOT asked whether to keep personal files and apps, back out and start over.
Once finished, uninstall and reinstall .NET Framework 3.5 for good measure. This runtime interacts with DirectX 9 at times and might actually be the reason you can't install DX9. Hit Windows key-R, enter "appwiz.cpl" without quotes, click "Turn Windows features on or off," and .NET 3.5 will be near the top of the list. Click the filled-in box to uninstall it, and restart your computer. Repeat the process, clicking the now-empty box to reinstall, and restart again. Then try once more to install DX9.
@puzzlezaddict after 5 months I'm back and I managed to find a culprit - I was missing one dll which is part of Media Feature Pack for Windows. Adding it fixed Sims 3 issue - I got a hint of that dll whi8le trying to install another game and logs were more specific.
Thank you for everything you did for me and for whole community!@Shircia Could you please post which .dll it is and link the Media Feature Pack you downloaded? It would be helpful to be able to point other users to a post that described exactly what to do. I don't have an affected processor myself and so can't test anything related to this issue.
Do you still have Windows 11 Education N? The Media Feature Pack is designed to be installed on N (as in, not Home or Pro), and I'm not sure whether it would even run on other versions. But the .dll error is common and not limited to N versions of Windows, so it would be useful to know exactly which resource to target if the Media Feature Pack isn't an option.

resampledmo.dll was the one I was missing. I googled it and read it is part of Media Feature Pack and in Windows 11 it can be added by going to Windows Settings -> System -> Add optional feature -> View features (I have attached a screen how to find it). A new modal window should pop up and there look for "Media Feature Pack". After successful installation you MUST restart system (even though Windows doesn't require it immediately and Windows update screen should show up.
