- Is this a new computer that came with Windows 10 or did you upgrade ?
- Did you download the game or install from DVD ?
You can actually just use 3 GB of the RAM you have since you have a 32 bit OS. Bit of a waste really.
This error has to do with the security measurements MS put in place so programs that use SecuRom have issues.

Its a new computer, my brother had it built for me. So windows came with it. The game is a download, i have had it on my laptop before.

Well, did some research and it seems your processor is the new skylake generation. They seem to have an issue with secuRom (Download version of Sims has securom).
So, only solution is to update your bios. Guess you need to talk to your brother about that (and ask him to install a 64 bit OS. No use to have such a great computer and have a 32 bit OS on it)

I don't think a 64 bit version should cost more.
