I've tried that several times, as well. Once it worked, and a random sim I made on the new Sims 3 file was able to get the time traveler to come through the portal. But I switched back to my old file, and once again resetted and created a new Sims 3 folder and it won't work. So I honestly have no clue what the problem is.

are all your mods up to date too? to the same patch level as your game just in case an outdated mod may be interfering ? if you update the mods make sure to clear the cache especially the scriptCache.package
also did you try start a new game with that sim to see if the issue is resolved that way with that sim
