I have no problem playing Sims 3 with default graphic settings (not the lowest setting on Sims 3) on my Surface Pro, been able to play Island Paradise and diving, except for occasional lag of a second when riding a speed boat. The only problem I have is when I wanted to send my sims to University. I have no problem before Island Paradise, was able to send my sims to University.
Did you try my suggestion ?
