Sims 3- when edge scrolling or movement glitches and choppy

Hey so I'm having trouble with my sims medieval and sims 3 game movement. When I move the camera or the sims move it causes choppy movement and kind of glitches? I think its a graphics card issue (Intel Graphics HD 4600) but I'm not sure. I removefd all CC, reinstalled my game and it is still doing it. Honestly at a loss rn

(I did try to record it with fraps but on the playback there was nothing wrong)

One thing you can always try before a complete reinstall is making a clean folder.  If you remove your existing TS3 folder from Documents, a new one will spawn the next time you launch the game.  You can then move your saves and other content into it from the old folder.  This will get rid of some potentially corrupted files, as well as clear your cache files, if you don't already do so regularly.

But the way, I'm not familiar with cc, but some creators will upload different versions of items (especially hairs) for high- and low-end systems.  I imagine that high-poly-count hairs would be much harder for your graphics card to handle.

I put all the settings on low but it is still happening. I do normally clean up my files but I did it again and it still not working unfortunately.

@cupcakesweetie11  There's a difference between cleaning up files and swapping out an old folder entirely—caches and thumbnails aren't the only junk files lying around.  But again, I think the issue is your graphics card more than anything else.  It's just not going to be able to run the game the way you'd like.  But if you want an expert opinion, you can run a dxdiag and attach it here using the paper clip icon.  Then tag roberta591 and ask what he thinks.  (I'm not the expert here.)
