Some observations with trying 2 different computers with AMD graphics in them.
These computer are both using Windows 8 64.
The game works in both but in town view it appears black as per this youtube video I found with the same problem.

When installing the game doesn't detect what graphics cards are in the systems and sets up the game with the sliders all the way down to low.
The slider for High Detail lots is disabled and is locked on 1.
This has now happened on 2 computers that work fine using Windows 7 64.
Computer 1: laptop with a AMD Radeon 4650 & 4 GB RAM.
Computer 2, desktop with AMD 7970Ghz edition & 16GB RAM.

Further testing on Computer 2, playing the game in compatibility mode lets you select High Detail lots but the game itself is dark looking and looks odd compared to the same game/same world selected in a Windows 7 computer with the same graphics card side by side.

Further testing is now required, Computer 1 has nearly all expansions & stuff packs installed and I am yet to install the latest update which is 1.1GB from memory.
Computer 2 had Showtime only installed for testing purposes.
I will install that large update now on Computer 1 and see if it resolves any of the display issues and update this post accordingly.

Edit: after updating Computer 2 the High Detail lots slider now works and the game appears to be working normally.
I think it's safe to say the strange display issues were resolved with the latest game update.
