Neptune1325 It sounds like you might have a second EA account that owns the content. Even if you don't believe so, please check. Try signing into an EA site, or the EA App, with any email address you currently have access to; you can click "Forgot your password?" to receive a password-recovery email.
For your main account and any other you find, login to ea.com, open Account Settings > Order History, and look for your Sims 3 purchases. Let me know what you find.
Please also let me know where you bought the packs originally, e.g. from EA or via disc.
