Do you just have the base game or any expansions as well ?
Try updating your graphics drivers. Yours are from 2013 and with 8.1, you need to have the newest drivers that are avaible for your chip.
I just updated about an hour ago and tried to play and had the same problem. Yes I have all expansion packs.

Not sure what to tell you.
The processor you have is certainly not a high-end gaming CPU as you can read here: http://www.notebookcheck.net/Short-Review-AMD-A4-5000-APU-Kabini.93173.0.html
It's rather a subnetbook and it might just be an issue of too many expansion packs for the computer. It does seem to be able to play a few newer games on low settings but the Sims 3 is a hog and if you have all expansion packs, it might be the reason for your crashes.
DId you move over any custom content as well ?

Ok, so I should uninstall some expansion packs? And I have cc and have tried using the game with or without it.

you should uninstall some ep's and cc. You can always add back to figureout what maybe the issue. Before unintsalling ep's which ones do you have? Some take more Ram than others and I would uninstall the ones that take up more ram first
