I am having the same issue of the launcher not allowing content to be installed. However, I am not using the EA App and have never had Origin on my machine. I am on a full disc install patched to v1.67. I play offline and install content in offline mode, so theoretically I shouldn't be having any issues with the game at all, but I am. Also, none of my back-ups now work!
I don't know what EA has done to the launcher, but they have done something which does not need to be connected to the internet in order to take effect.
