@baileyislost Please clear the EA App's cache:

and repair the game: open the App's game library, click Sims 3, and select Manage > Repair.
The EP08 folder is 1.05 GB on my system. Inside are a GameData folder (972 MB), a Thumbnails folder (76 MB), and two files that are 103 KB and less than 1 KB. If you're missinng one or more of these entries, let me know.
You can also delete the EP08 folder and download the pack again.
I have repaired it a few times, deleted the folder and repaired so it would redownload, and uninstalled then reinstalled. It looks like all the folders are there inside of program files with the right sizes, but when I look at the size of the EP through the EA app it says the EP is 1002.39MB
I can see the EP in launcher and I select it, but when the game loads its not active

@baileyislost Please clear Edge's Internet Explorer-mode data. Even if you never use Edge, much less IE mode, the launcher does for some purposes, including storing the data about which packs you've selected. Deleting this data should erase all the check marks, so you'll have to select your packs again, but see whether it helps this time around.
If not, please move the entire Sims 3 folder out of Documents > Electronic Arts and onto your desktop. When you open the launcher, a clean folder will spawn with no content. Don't add anything to it yet; just start a new save and see whether the weather shows up.

how do I do this? I cleared my cookies from microsoft edge but don't see info on internet explorer.
Also there is no sims 3 folder inside of my documents
