Sims 3 Service Initilization Failed (0x039e8474) - Already attempted other threads

I have followed the troubleshooting in:

FAQ Service initialization failed

Service initialization failed (0x039e8474)

Black screen? Try windows mode.

I have deleted all caches.

This is a new PC to me so no mod content.

I have Windows 7 and my PC falls within the requirements for Sims 3 minimums.

I can play Sims Medieval on this PC (not sure if it matters, but that runs fine).

DxDiag said no issues.

Uninstalled and reinstalled base game (from Origin) and Ex. packs (from discs)

Its a blank screen on full screen mode and I receive this error in Windowed mode.

The last one I read said there was not any further information on the topic so I attempted to chat with an EA rep however the chat opens but no one responds so I think they may be closed or something else entirely. Either way I was seeing if anyone has come up with additional information that can assist me. I am an intermediate PC user so I can find some things and complete them on my own but am not advanced enough to figure out new solutions. 🙂 Thank you for any additional help!
