Does the game have administrator rights?
(Right click the shortcut > Properties > Compatibility > Privilege Level => Run this program as an administrator > OK)
Alternatively, you could try running the game through the Origin client. I am assuming you are using the Sims 3 Launcher currently.

Already running the game as administrator, it doesn't work.
Funny thing about Origin, is even when the game was playable, the launcher could never connect to Origin. And now when I click play in the Origin client, it opens the launcher which still can't connect to Origin.

My Origin is already online, and the proxy settings in Internet Options were already unchecked. Regardless I restarted Origin and I still cannot play my game.
I did a search for paul.dll errors, some search results were about paul.dll being a virus. Is this true?
I have fixed all errors in my registry using 3 different reg cleaners. I have closed all background programs and disabled the ad blocker extensions in Chrome. I uninstalled AVG. I have turned off my firewall. Still can not launch my game.
