Sims 3 Won't Launch on Windows 10

Hi, I'm having problems running the Sims 3. I used to play on an older computer just fine but I upgraded over a year ago to a new one.
The PC specs are:
Processor: AMD Ryzen 5 3600 6-Core Processor 3.59 GHz

GPU: NVIDIA GeForce GTX 1660 Ti

RAM: 16 GB

Windows 10 Pro

When I try to launch the game I get the "Service initialization failed (0x065d0s74)" error. I've done everything that older threads and help sites have listed doing such as defragging the pc, reinstalling the game, using the CCleaner, etc.  It runs fine on my laptop which has lower specs. I this a problem with my PC or would this be user error? 

For more context, I'm using the EA App.

    @Dr_HoudiniThe first time TS3 is launched a file is created in the user  documents/ Electronic Arts folder. This is the user data file for this game. This file will be checked every time you start the game. Windows may copy this folder to the user OneDrive folder to save data to the cloud as backup. The game then uses the OneDrive folder. If Windows is syncing files these files may be unavailable until the sync is complete.Microsoft really wants you to use OneDrive. I don't use OneDrive as I NAS storage device for backup. I usually don't backup my games as they can be reinstalled. I have configured OneDrive not to backup my games and the game installs and runs as it should. You could uninstall OneDrive (some users have done this and it can be reinstalled if needed) but then you get a nag message about OneDrive. Another issue with OneDrive is Microsoft gives you only so much free space in the cloud. Once that gets filled up Microsoft wants you to buy (that means pay for) more cloud storage.  hth

    Thank you! I found the windows feature on or off, but it was checked for both .net framework 3.5 & .net framework 4.8. Maybe one day I'll actually understand what any of this stuff means! xD Thank you again! 

    I unchecked and rechecked & I'll reboot the comp to see if it did anything to the game!

    @puzzlezaddict I have attached the dxdiag file in a reply, not sure if you get notified when someone posts here. Thank you & hopefully it is a relatively easy fix.

    @roberta591  Thanks for letting me know about one drive. I feel like an idiot for mentioning this, I uninstalled it but unfortunately no one told me that my pc was relying on it for a majority of my file storage. When I went to clear out the files it erased all my EA documents. I find the hilarious part to be that the game actually loaded. 

    However @puzzlezaddict was right about the graphics card and that could also explain why the launcher isn't fully loading with usual Sims 3 welcome page. Once I get my documents folder in order I will follow through on Puzzlez advice.

    Update: The game still launches, I just can't access the social tab in the launcher (I can sign in through the welcome page in the game). While I normally wouldn't mind this, I know it'll stop me from using the downloadable content from the sims 3 website.

    Update 2: The blank welcome page has been resolved after following another forum post. The deletion of One Drive and and the reinstallation of my graphics driver seems to have fixed it! Thank you so much!!!

    @jborbs22  Sims 3 doesn't start correctly on most 12th-gen Intel processors, including yours.  The workaround is to limit the game to one CPU core as it's loading.  Please see the accepted solution of this thread for various approaches:

    Apply the workaround of your choice to TS3.exe, without the W, since you installed through the EA App.

    @Dr_Houdini   OneDrive is in other operating systems But the Windows version seems to be more annoying. IMO Microsoft keeping making it harder to avoid OneDrive. When I uninstalled the latest version I would get a notice that the operating system was having an issue with OneDrive. So I reinstalled it though the Microsoft store. You can configure Onedrive NOT to sync indiviudal folders. That kind of works but Windows still tries to run the game out of the user OneDrive folder instead of the user documents folder. If you check the box for keep files on this machine then OneDrive leaves it alone and the game now uses the folder in the user documents folder. As you found out uninstalling OneDrive can (and does) affect other programs.

    add: When you get a blank welcome screen you need to clear the browsing history and cookies in Edge. Supposedly you can put Edge in the IE11 mode and emulate IE but I tried it once and couldn't get it to work - just try clearing  It used to be easy in IE11 but Microsoft in its infinite wisdom decided to disallow access to IE11. The game uses the APIs to communicate over the internet. As IE (internet explorer) was part of the Windows operating system, programmers use the APIs This is ok until users want to uninstall IE. Then the APIs are no longer available. This was an issue some time ago.

    Windows 11

    Open Edge - click settings - click privacy, search, and services. Look for clear browser data click clear browsing data now.Click line that says clear data for Internet  Explorer mode

    This should fix the blank welcome screen issue. Windows 10 is almost the same. btw I don't normally use Edge.

    As for your DLC - you can get the DLC in game - on the save game load page click the options lower left and click open downloads dashboard. Once in the game proper again in the options you can click the player profile and wall.

    On the load game screen in the lower right click the learn more button. This will take you to the TS3 store.             tht

    Study there will be a test tomorrow.

    Thank you! I did manage to get the welcome page working again which is a blessing. I’ll try to work with one drive again soon but for now I’m just happy to be playing sims again. Thank you so much for your help!
