Sims 3 won't load, keep getting .DLL error recommending to reinstall the game

SIMS 3 error code says as follows:

the code execution cannot proceed because .dll was not found. reinstalling the program may fix this problem

My OS is Windows 11 Home, I have an Intel 12th gen processor, and I've tried almost everything as far as I know.

• I've uninstalled and reinstalled the Sims 3 and all its expansions/stuff packs twice.
• I've installed the DX9 (restarted after)
• Installed vc++ as recommended (restarted after)
• Did the launch Sims 3 code for Powershell
• Also did the installation for dxwebsetup and restarted
• Command prompt scannow and RecoverHealth, it's STILL giving me the same error

I've also used the Alderlake Patch because of my 12th gen processor and it only worked the first time. Everything ran smoothly the first time.

After I exit and try to reload the game, it gives me that error. 

This is so frustrating as I've finally been able to afford a laptop that will allow me to play the Sims 3 and now it doesn't work T____T
