@vt102a Please run a dxdiag and attach it to a post. Even if you know for sure that your computer doesn't support the EA App, it's useful information, and I'd like to point out to anyone who will listen that certain players are out of luck.

You can also try launching Origin while your computer is offline. I don't know whether this will make a difference, but it's possible: if Origin can't connect, maybe it also can't force you to switch to the EA App. And you can try launching Sims 3 from TS3.exe with Origin already open.
I don't have an affected computer, as in, mine still runs Origin just fine, so I can't test myself.
@BillFlowerpot Origin has not been fully retired, but some players are being forced to switch to the EA App. I don't know whether that's the case for you; the message could be because you haven't signed into Origin while online in a while. What I would suggest is launching Origin while offline and then declining the update. You should see the option to NOt update and run Origin in offline mode. Do that and see whether you can play Sims 3.
Ok I just unplugged my computer from the router and launched origin. Offline mode is confirmed, but there still is no option to decline the EA app update. See pic.
I think I may be one of the people who are being forced. I also attached the dxdiag.

@vt102a According to the minimum requirements, you should technically be able to run the EA App since you're also running a 64-bit version of Windows 7 SP1. However, I'm not surprised that it didn't work when you installed it.
I'd like to see any relevant errors from the App as well. Hit Windows key-R, enter "perfmon /rel" without quotes, and you'll see a chart of errors and updates with a column for each day. Please look for the most recent error that mentions the EA App (or EA Desktop, or something like that), right-click on the error and select "view technical details," copy the info you see, and paste it into a reply.
Out of curiosity, when you've opened Origin offline, can you launch Sims 3 from TS3.exe? If you don't have a desktop shortcut, you can find the .exe within the game's program files, likely here if you installed through Origin:
Program Files (x86)\Origin Games\The Sims 3\Game\Bin
