@Czarpais Sorry, I got some wires crossed and meant appwiz.cpl. But you figured it out anyway.
Since it's a simple test, please create a new admin Windows account and try playing there. Make it local, as in, don't link it to your Microsoft account or any email address. You'll be able to (try to) launch Sims 3 without reinstalling anything. If this works, the problem is something about your main account; otherwise, it's more global. In the second case, please let me know what antivirus you use.
sorry for the long time no replying, I didn't do any of the stuff and gave up just using sims4 for my needs.
recently with the sims3 update, I decided to give it an update and the game started working. I was so shocked that it started up but I've also heard the sims3 update may have new bugs along with it so I will keep that in mind. thank you so much for all the help.

@Czarpais The new Sims 3 update brought exactly one change to the game itself: it fixed an issue where the game wouldn't start on some newer Intel processors. (Your AMD CPU was always unaffected by this issue.) There are no other material differences. However, the update would have repaired the game install, and it also reinstalled some runtimes, so perhaps that's why it started working for you. In any case, the important thing is it's working, not why.
