Just tweeted back and forth with SimGuruSarah and they found another issue why the super patch isn't be offered to everyone.
Have them retry if you see anyone still having issues. Make them close Launcher and Origin and make sure Origin is updated and then try again. Let me know if you still see people with issues after that.
