As for my statement that moving the Sims 3 folder acts as a complete uninstall and reinstall, I believe that to be correct. I am not aware that anything you do to the game modifies the game files in Program Files that generates the User Data Folder. Thus the user data file generated should be the same file generated after an uninstall and reinstall. You should only need to uninstall and reinstall if those Program Files have been corrupted. Does depend a bit what people install in their games. There are mods that change the world files and others that change camera.ini and other files and other still have files installed the old way but all in all, you're correct.
There's no need to reinstall the game unless the installation got corrupted by either installing a patch or by fiddling around in files you should not have.
I usually only tell people to reinstall if they have already tried the uninstall/reinstall way many times, leaving behind all kinds of chunk cause they didn't clean out the registry afterwards or if the game didn't download and install properly. Other than that, removing users files should be enough.

The buy/build issue is a curious one. Not sure if the installation of the incremental patch can mess it up in this way. Also why would using a (..) mod have the same effect (and not all of them seem to have that effect).
I still haven't patched my regular game.
