Both. I first went to it as part of a quest. Then i tried another time without the quest. Even after leaving China , and coming back , it still didnt work.

The Dragon's Maw
This tomb is only partially explorable without doing adventures. In order to explore it fully, you'll need the Keystone of the Dragon, which is acquired through a rather long quest chain that inolves a trip to France. See the Notable China Adventures section for 'Knowledge of the Past' to learn more. This place is the tomb of Dong Huo and his mummy resides at its lowest level. There are many hidden doors in this place concealing multiple nice treasures. Stumbling across the Symbol of the Temple of the Dragon should be no trouble at all.
The thing is , . Icant even partly explore it, thats what I ma trying to say. There is a hidden door to insepect before even going downinto the tomb, . and i cant even get past that.

I understand what you're saying. I've done the quest myself countless of times so I know what you mean. I have an idea which could work. Are you familliar with the cheat "testingcheatsenabled true" and with playing around with it in build/buy mode in edit town?

I was hoping to find a solution that didnt require the cheat code thing ,. . but I might have to try that soon if I cant figure this out in the next day or so.
