My recomondation is the following but this entirly my opinion and nothing official so not responsible for anything 🙂
- Try to get a Win 7 Computer and not Win 8. Make sure it's the 64 bit version
- i5 or i7, at least 3.0 ghz. The more hz the better.
- at least 6-8 GB of RAM. The game can't use more then 4 but this way you have room for other applications. If you want to use the computer for other stuff, more might be good but most of the time, it's not necessary.
- A strong graphic card. At least 1 GB of dedicated memory. Newer ones have more. Usually the cards that are in pre-build systems are not very strong. Make sure you have a power unit that can handle the card. I'm not good at recommending a certain card but usually it's the higher the number, the better the card. It also depends if you prefer Nvidia or Radeon. This might give you an idea, what's good: http://simswiki.info/wiki.php?title=Game_Help:TS3_System_Requirements
- If you have some extra money to spend, a SSD (solid state disk) is a good think cause it lets you access your data faster.
Hope that helps

Are this a computer you have now or want to buy (bit confused here)
If it's something you have, could you post your Computer's DxDiag?
To gather a DxDiag on your computer, please follow the steps here: http://answers.ea.com/t5/The-Sims-3/HOW-TO-DxDiag-for-Sims-3-PC-Only/td-p/1049584/
