You're graphic chip is below specs. You need at least 128 MB of dedicated memory, you only have 64 MB. I can't tell if you maybe have another graphic card in your computer. If so, check this out: http://sims3.crinrict.com/en/2013/06/getting-the-game-to-recognize-your-card.html
If not,
Try lowering your graphic settings and turn off mirror reflections.
