Unable to start game

I just reinstalled my game, no cc no downloads whatsoever installed yet. This is what the pop-up stated: Unable to start the game, Service initialization failed, (0X039e8474) Please help Thanks in...

    XP home edition

    Today I uninstalled the game than I  installed only the base game, started a new family played a little could safe it into the mainmenu than it could not close
