@OP, I would honestly rather get Amb because you get so much more with it than you would with Lucky Palms, but that's my own feeling.

I think you have to have at least one point in the equestrian skill level- maybe try riding about town until you've got skill points and then try? I've been able to register mine on the computer and the phone, but it's always been after I've gained a few points that I've thought about it! Hope that helps
