Excellent point as well. 

My Sim's riding skill is at level 10 and same with my horse.

Do you have another sim with the skill and does it not work for the other either ?

I just tested it and uninstalled Ambitions. I was perfectly able to learn horseback riding and register as a horseman:

Are you playing with mods or are you using custom content?

Both. 

I have Story Progression mod, Whoohooer, Error Trap and saver.They all from Nrass. I didn't have that option before I installed mods either.

Can you deactivate your mods and log in without CC to see if it still does not work then?

I tried that and it didn't work either. Also I have Island Paradise and I don't have the scuba diving self employed career too.

Did you delete your cache files ? I'm pretty sure that EA does not make you buy Ambitions for those two careers. They should come with the EP.

How I delete cache files? Sorry for the stupid question I just don't know what it is..

to delete the cach files go to electronic arts/the sims 3/

•CasPartCache.package
•compositorCache.package
•scriptCache.package
•simCompositorCache.package
•socialCache.package.package

But I have a question, every time I exit the game and look into: Documents - Electronic Arts - The Sims 3 these files appear again so I need to delete them constantly. Is it supposed to be like this?

Also I have few files that I don't know if I need to delete them: 

~DeviceConfig - Text Document

~Options - Configuration Settings

~Sims3Logs - XML Document

~Version.tag - TAG file

~Sims3LauncherLogFile - Text Document

~Tslus - VLC media file (.bin)

the cache files they once deleted are regenerated but it's a fresh regenerate so those are safe to delete

device config is your information for your graphics card your computer specs your  settings ingame  , that you set up for the game for example the ages you set for sims child 7days toddler 3 days  

sims launcher log  file is say your dling something from the sims 3 site and it doesn't dl right you get an message  see the log for details thats the log they mean , which can come in handy

options config again that has your ingame settings too

i leave those ones alone except for the launcher log file if i get an error message once i read that log and see what it says if it says for example something about connection to the server was lost then i know it's an internet issue and try again  later  that one can be deleted and it  regenerates too,  the other files are very much needed

So should I delete the Sims3Logs file? Sorry for all these questions I'm just not a really good English speaker and also I don't know much about computers...

Last question (I PROMISE), My game stuck A LOT and its super laggy and its really hard to play. I have to sit for like 2 minutes and wait for it to become normal again every few Sims minutes or hours. I go on speed 3 and the Sims minutes keeps going on speed 1 or just stuck and after a real minute or two Its starts to work normally but not for a long time.

I don't know what to do. Its becoming really hard to play because all Im doing its waiting for the game to be normal.

Sims3Logs - XML Document  leave this one alone

Sims3LauncherLogFile this one can be deleted and will regenerate this one can for example as i said previously if your dling something and it doesn't dl right then you come on here to say my download of a store item didn't download see the log for details one of us would ask you to then go c/p what file says so one of us can look at and say what it means and what to do  that file can for the most part tell us what the error is after that you can delete as it will regenrate a new one

your lag issues can be animbe rof things for one stuck sins somewhere you can't see where they are stuck the reset all sims can help with tht it will reset your own too so make sure they are not something important before using the cheat

to reset all sims ctrl+shift+c hold all 3 together in the menu bar that appears at the top of the screen type in resetsim *   (inculding the * hit enter ) this will reset all sims inculdeing your own

if your playing in island paradise that world is full of lagging/routeing issues and a problem for resort workers that are supposed to be able to stomp the cockroaches but they can't get to them to stomp them so if only island paradise is giving you bad lagging but your other worlds are fine then you know for sure it is island paradise world alone

but there are other reasons for the lag too so if your having issues in other worlds too see these links for something i hope helps you

So I delete my cache files every time before I play and I had this option like you saw before and  it worked but now I'm playing in Appaloosa Plains and my sim doesn't have the option in City Hall.

the main thing to do with your cache files is if you move your mods folder to the desktop before patching your gameor add a new mod or remove a mod

although the cache files can be deleted any time you like

if your game is upto date patch wise for example 1.67 then you'll need to update the mods to that level or you may have a conflicting mod and will need to see which one it is and remove it before you go updateing your mods make a copy of your save filles to do that go to the electronicsarts/thesims3/saves and copy the folder then paste it to somewhere easy to find the desktop will do

My game is already updated to 1.67 and all my mods are updated too.

Can it be related to CC that I download as package? 

I have few mods in my mods folder but also I have some custom content (like hair from anubis, skins, etc) so maybe the problem is related to that?

If not I really don't know what to do.. 

either that or you have a save game corruption going on  what you can do is go to edit town click on your sims house save a copy of your sim to the library save and quit your game start the launcher then from the main menu start new game place your sim into the new game and see if your sims can have the horseman/woman career
