The same thing is happening to me but I am on Xbox 1. When I enter build mode it automatically takes me to the styled room section, and when I press B it doesn't get rid of the catalog. When I try to build it doesn't allow me to skip through as it should and I have to use the cursor to pick the swatches I have to use the cursor to scroll down which is beyond irritating after 5 years of building mode being the same on Xbox.
