I recently noticed this during one of my save files. It was fairly new, but I had a few different things happening when it did happen.
For starters, I was going on a date for love day and the decorations appeared on their own when the game registered the holiday while on the date. The date started right around the start of the sim holiday.
It tends to temporarily go away when I reload the lot from my gallery.
I have also consistently run into issues with the game crashing because I go back and forth between live and build mode to adjust the lot for optimal functionality. I make edits while on lots regularly until I get it right. I do this during holidays and events. It's hard to predict how a build will work.
I often notice that my merfolk sims consistently get the dried scales moodlet stuck on them when I do the lot edits.
The dried scales moodlet work around as well as the moodlet going away on its own after hydration drops low enough and is restored resolves the moodlet.
Unfortunately, traveling to different lots does not resolve the decorations, but I clearly remember them appearing on a beach lot I created in Mua Pel'Am.
I initiated a date.
The Sim Holiday started after arriving for the date.
The Love Day Task to initiate the date was registered and the decorations appeared.
It happened in that order of events.
As for Mua Pel'Am, the island is beautiful, but the mechanics are similar to going industrial or green in eco-living. That island and the lots in that neighborhood start getting blotchy after spending time their. Certain things can't be cleaned up.
It seems like, when the decorations appears, I notice glitches like the dried scales and inability to clean trash around the island before the game crashes with an error message.
