Fixed an issue where Sims were not able to Care for Self after they had been in daycare when they were a Toddler.

Steps: How can we find the bug ourselves? Option 1: Send YA to a lot without a child. Option 2: Send YA and child to a lot then have the YA travel home, and switch control to the YA.
What happens when the bug occurs? The child no longer has the lighting bolt to control skill gains, taking care of themselves, or bringing them to the lot, etc. The only way to get the child home is to call them and invite them to hangout at lot, or begin a social gathering, and invite them.
What do you expect to see? I expect to see the lightning bolt above the child's portrait
Have you installed any customization with the game, e.g. Custom Content or Mods? Not now. I've removed them.

Please describe the patch or change you made. I just noticed it after the most recent patch, but I also just installed Sims onto my Mac. I haven't played with any children until now, so it may have been there before I don't know.
Children can not be left alone on a lot, so you need to take your adult or teenage sim over to the lot, than tell the child to go home. As long as there is a sim on the lot that can care for the child you get the lightning bolt icon to be able to control them.
@adawg147852There is a problem with clubs and gathering that your sim can't leave lot during a club gathering like for example Sim A left lot and sim B stayed, sim C in club stayed on lot, since sim C didn't leave lot club gathering didn't end. Sim C can't leave lot until club gathering is over. This can also happen when vampires are around or when a sim is witnessing death.
Edit: For example I was at one of the bars in CL and out of the blue, a sim appears outside the Elevator inside the bar goes to the bathroom and I hear the famous death music and a popup says sim is dying of old age, and than goes to the pool, and does a few lapse in the pool, the sim dies in the pool, and instead of a old age death I get a drowning death. However before that happened my sims where trying to leave and it said unable to leave death is occurring and that was before I even heard the music.
