I had this back in March in an older save that I created just before the Crystal Creations pack came out but it eventually went away. I am now getting that error in a different save and it started again very recently, either yesterday or the day before. I do usually have mods in, including Better Exceptions, which says it's a 'jewelry_tracker' is the cause, see screenshot from when I had my mods in.
I then exited my game, moved my mods folder out (so all mods/cc were out of my game) and deleted my localthumbcache file and then opened that same save again without any mods in and it again generated another last exception report in my The Sims 4 folder which I tried to attach here but it game me an error message, so I got a screenshot of the text of the LE (I pasted it into word so it would show up better).
I have all the packs except the Modern Menswear kit, play on Windows 10 and am on game version PC: 1.106.148.1030 and my game language is English.

I've merged the entire thread with the existing report now.
Unfortunately OP never came back to confirm but it's probably the same LE.
