I have this same exact problem on console (PS4) and have most of the packs. I have tried on a couple different new games and it’s the same every time. 

PACKS I DON’T HAVE: Lovestruck, Movie Hangout, Luxury Party, Moschino, Cool Kitchen, Country Kitchen, Castle Estate, Goth Galore, Industrial Loft, Carnaval Streetwear, Decor to the Max, Throwback Fit, Moonlight Chic, Incheon Arrivals, Courtyard Oasis, Fashion Street, Modern Menswear, Artist Studio, Storybook Nursery
