I've been experiencing the same issue. In this screenshot, you can see that I just successfully completed the sewage leak maintenance event (see on the notification wall. My Sim is doing the inspect and maintenance function on the toilet after resolution just to see if that helped... it did not), but the aspiration goal still shows as incomplete.
That ticked off for me with the cursed book event. I thought it was bugged too but apparently there are different types of events.
The ones that qualify for this objective appear to be the pant blight event, something related to algae, the cursed book one, another one about an infestation and trash overload.
The next series of objectives in the aspiration has another type of landlord event that needs to be completed.
The game doesn't make it clear that these events are from different categories.
