I also completed several water leak maintenance events and they did not count for 5 star property owner aspiration. Then I got a maintenance event with some plant disease in tulip and rose plants in the yard. Completing that counted for the aspiration. Maybe the aspiration is bugged so that only some types of maintenance events count.
