[ARCHIVED] Whisked away children can not be played

1.110.265.1030 PC (patch one week before Life and Death)

All packs released until this version

No Mods. New save. 

Tried two scenarios: 
1. Toddler, sole parent dies. Household is no more. Toddler household is in Played households ready to be moved in. 

2. Child. Is neglected and taken away. Parent household still exists. 

In case ( 1 ) I could move the Toddler to a new household and have him actually appear controllable. 
In case ( 2 ) I tried various scenarios and couldn't get the child to appear as an active member of a household: 
- merged the child household into an active household with an adult sim and had the adult "Adopt" (interaction) the child. Child appear in the household bar but inactive

- marked the child household as "Played" (heart icon) before merging. Same result. 

- had the child be invited for a stayover at the former parent house, wait for them to show up then switched household to the adoptive parents to bring the child back. Same result. 
- marked the households as Played/Unplayed to see if it clears any flags. Same result. 
- moved the child back to their former household (no longer related). Child showed up as a member but still inactive. Moved them back to their adoptive household. Still inactive. 
- Deleted the original household (not the adoptive one). Same result. 

- Entered CAS and have her a nice hot dog costume. Still inactive (but in hot dog costume).

- Made sure to "Welcome the child to the household" (paraphrasing). Waited for two days. Had the child attend school and return. Same result: chiled appears inactive in the sims households bar but is present on the lot. 

The adoptive parent can interact with the child on the home lot, but they can't travel together or take a vacation together.
