I'm in love with the idea of a carnival on a pier in TS4. And with an uncomfortably rocky beach.
And you did mention Pirates? Didn't you? Well, Penzance is just down the coast from Brighton. (You have heard of the Pirates of Penzance? Who hasn't?)
